David is Police and Crime Commissioner for the West Midlands, England’s second largest police force. He was a teacher of mathematics from 1970 and was Vice Principal of a large community college in Plymouth.
In 1992 he was elected as Member of Parliament for Plymouth Devonport and served as a minister between 1997 and 2005 when he stood down. Between 2001 and 2005 he was a transport minister with responsibility for road safety, introducing the ban on the use of hand held mobile phones whilst driving and the crushing of uninsured vehicles. In all roles, David has taken a keen interest in road safety.
