Emma works as an independent specialist for Road Safety Support (RSS) and Road Safety Support International (RSSi).

Her role as the Development, PR, and Advocacy Manager involves working with police forces, road safety partnerships and stakeholders in both the UK and internationally to develop robust road safety strategies and policies.

In addition, she advises on marketing and communications strategies; from strategic planning, implementation though to monitoring and evaluation.

Emma has spoken at conferences and presented at a number of workshops both in the UK and Internationally on speed management, focusing specifically on the importance of a strong enforcement strategy, supported by effective communications and the critical function of ASE in reducing road death and injury. In September 2019, she co-authored a paper on enforcement entitled, ‘Raising the Game’, which launched the RSS Enforcement model to enhance the deterrence effect of enforcement. This paper was re-edited in 2020. This strategy is now being utilised by a number of police forces across the UK. Emma also co-authored the IRF White Paper Automated Speed Enforcement: Accuracy and Integrity of Speedmeters.

Emma sits on a number of working groups and expert panels, including PACTS Road User Behaviour Working Group and she has assisted in an advisory role on a number of papers including Locking out the Drink Driver - using Alcohol Interlocks to reduce drink Driving in the UK; Drug Driving the Tip of the Iceberg and Road Policing and its Contribution to Road Safety. Emma also contributed on a paper benchmarking automatic enforcement across Europe, authored by the Centre d'études et d'Expertise sur l’es Risques, l'Environnement, la Mobilité et l'Aménagement. This paper was finalised in May 2023.

She has been invited to judge entries for road safety awards including First Car Young Driver Awards and Intelligent Instructor Awards.

Emma has a Degree in History and Psychology as well as a Master’s degree in Business and Administration. Emma was previously a Trustee for Relate (Cheshire and Merseyside), she is a non-executive Director of a community safety social enterprise.
